
By the end of 2009, there have been 732 schools (nursery schools included) at different levels, among which 9 were higher educational institutions. There have been 642.9 thousand school enrollments, among which over 62.000 were university or college students. There have been 36 senior high schools, 124 junior high schools, 225 elementary schools, with their respective enrollments reaching 68.9 thousand, 146.7 thousand and 224.8 thousand. The enrollment rate and retention rate of students of junior high schools and primary schools were 99.99% and 100% respectively. 98.19% of the graduates from junior high schools furthered their study in various schools at the level of the senior high school, with the enrollment rate growing by 0.7%. Schools of higher education enrolled 12.410 students and 7.844 students graduated from universities and colleges, 15.0% up year-on-year. 44.000 students signed up to take the self-taught examination and 1196 students won associate degrees and college diplomas, and 8960 adults finished their higher curricula education. Adults’ specialized secondary schools enrolled 908 persons and at the same time 1548 ones graduated. 670 thousand people have received various cultural and technical training in the rural areas. 58 thousand students are now studying in 32 various private schools.
By the end of 2009, there have been 3 art troupes, 6 sites for art performances, 1 mass art museum, 7 culture museums, 69 culture stations, 8 public libraries with 3.52 million books, 87 film-projection units, 6 radio stations and 6 TV stations. Cable television network covered all the administrative villages, and 100% of the population had access to radio and television.
By the end of 2009, there have been 1,370 health-care institutions with a total of 13.697 beds and 24.534 health workers, among whom 7.525 were doctors and 7.267 registered nurses. There were 2.2 doctors and 4.0 beds for every thousand people. 2009 saw 23.92 billion emergency cases 390.1thousand inpatients.
87 community health service centers and 844 community health service stations have been set up. The community health services were improved further. Without repayment, 39.195 persons donated 12,991 billion ml of blood, accounting for 100% of clinical blood. Cooperative medical insurance has covered all villages and towns, in which the basic insurance rate jumped to 100%. 99.35% of the rural population was accessible to tap water, and 96.96% toilets were reconstructed in the rural areas.
